By my limited understanding, heating the water would require far too much energy. The cyclones are created by the interaction of warm water, warm air and cold air. What they do is steer warm or cold air to be in the correct position to create or magnify the cyclone. One of their methods is to spraying aluminum and other particles in the ionosphere, then heat them up with nexrad or haarp, causing the air to expand, and this way they can create a high pressure area that they use to steer winds and even jet streams. In this manner they can kick off a cyclone or hurricane, and, assuming certain other parameters like water, barometric pressure and ambient temperature are suitable, increase its energy by diverting the proper mass of air at the proper temperature into the correct position.

Once they get the hurricane or cyclone created, then, assuming there is suitable temperatures, pressures and air masses available, they can steer these storm fronts and send them into place for whatever purpose they currently have planned. Of course it takes years of trial and error to perfect the technology. For several years running sequential hurricanes have been sent in over the gulf to Texas, and then parked for days in one place. This is completely abnormal, especially over land.

There are also hyped up hurricanes and tropical storms that hit with precise timing to divert the news from some scandal or another. I remember one particularly crass case where a giant hurricane was supposedly going to smash into southern California and flood the entire state. This was right when Hillary was running against Trump and had had several seizures and other weird incidents. The storm ended up parking off of the California coast for a few days, monopolizing the news headlines, and then as the scandals died off so did the massive storm front.

A bit of perspective is sometimes useful. If you look at the website of Lugansk or Donetsk, you will find that almost no civilians gets killed. For both Lugansk and Donetsk, the total dead from bombarments is much less than 50 per year. Fewer than those who die in car accidents.

Altering the jet streams could very easily cause storms at lower levels that contain masses of energy far exceeding the electricity emitted in the nexgen or haarp em arrays.

Another way of illustrating this is Bill Gates plans to spray chalk dust in the sky in order to produce “solar dimming”. The amount energy required to spray this stuff is a mere fraction of the energy that will be blocked from reaching the surface of the planet. Likely, that heat will be concentrated at a high level in the atmosphere where the chalk is located. I can imagine that this would be perfect for creating lighting storms and even hail storms.
