I had an Italian-American friend named Michael who was kicked out of our Catholic school for a prank on the teacher where he threw the teachers books out the window.

He ended up in a public high school in a program called continuation. This put him in proximity with the worst teen black felons. One thing about them was that they were held back a year so you 17 year old hardcore felons in the 10 the grade.

Anyhow, some blacks began to bully him. It could have been extortion, I forget.

Michael knew he was going to be jumped in the school parking lot at one point and he decided to imitate a scene from a Sean Penn film. He puts his school books in his locker, loaded his school bag with soda cans and when one of the black punks came up to him in the parking lot he hit him square in the head with the soda-filled back.

The problem was that life is not a film and he seriously injured the kid. So he was in worse trouble, this time with the authorities. The black punks had records a mile-long but no matter.

Michael’s Dad was a college prof so they came from money and he got a lawyer. He managed to stay out of jail, but the court case dragged on for two years.

Mike ended up dropping out of high school, getting a GED and joining the Navy for a few years.

If a child is repeatedly bullied in school and complains to his teacher or parent, the teacher might say something like “Well, did you do anything to bring it on yourself?” Also, if a child is attacked in school (whether verbally or physically) by a punk and he responds in some manner, the punk might try to make it look as though the child had started the fight or quarrel. The victim might get the blame instead (or at least “as well”).
The thing is that people can get hen-pecked and jaded from having to deal with so much needless trouble caused by other people on a daily basis. There have been more than a few times when I have been in the role of the victim. However, when I hear of conservatives whining about how nasty black kids are, I feel like I am more in the role of the teacher. The only parts of Washington Street that are safe now are downtown and a middle class enclave, Irvington, further out east. The area between those two where she was killed is quite bad.

A number of things have happened since the sixties when I grew up there. The late sixties saw a rise in black crime due to new law enforcement theories that turned out to be harmful and black radicalism that encouraged black hostility towards whites. This led to an exodus of whites out to the suburbs. The peak of public school attendance was in 1967 with a drop every year after that. You now have a number of old closed schools sitting around Indianapolis. School busing into white schools also brought black crime into white neighborhoods. My father was a high school teacher at Broad Ripple who decided to leave after he had to step in and break up a knife fight between blacks in the high school cafeteria. My family moved to Carmel, as did many others thus swelling the population there from five thousand to fifty thousand over the ensuing decades.

Beside the crime, there were a couple additional factors. Increases in welfare led to the breakup of the black family. Fatherless boys do worse. The welfare also had a dysgenic effect, allowing the black underclass to reproduce in large numbers. Urban renewal knocked down the worst of the black slums, but the people living there just spread out to other areas of the city and turned them into slums. Blacks were no longer confined to just one part of town.

Indianapolis is a relatively small city and still had some white suburbs in the rest of the county that could be incorporated into the city. This kept radical black leftists from becoming mayor so we did manage to avoid turning into something like Detroit. The current white Democrat mayor, though, is busy destroying small businesses with his excessive coronavirus restrictions and we had the post-Floyd looting here too so the city may have an accelerated decline in the future.
