Many younger people will find this hard to believe, but we used to have Sunday “blue laws” here in NY that prevented businesses from opening on Sundays only 50 or so years ago. General Patton in his diaries also describes a situation where he was in the presence of Jewish “Displaced Persons” who lived in indescribable filth so disgusting he vomited. He actually describes

Since the watershed year of 1970, which approximately marks when environmentalism, contemporary feminism and affirmative action came in. The term hasn’t caught on, but I came up with it in the mid-1990s.

What the term forced metropolitanization references is the policy of using regulation to force people, whether they are metropolitan resident or not, to develop more metropolitianized personalities and psyches so that they will be more willing to acquiese to the further and more radical elements of the Popular Front (progressive) agenda. The policy was applied both the non-metropolitan residents and to metropolitan residents who were insufficiently metropolitanized, such as white suburbanites and white ethnics and the white lower middle class within the limits of the large cities themselves

Another that developed at the same was the idea of setting up the black American as the vanguard of the revolution (along with rich girls, of course). Maybe the idea made some sense in that blacks were subjected to outright discrimination in employment if nothing else and in that blacks were Americans of as long standing as the whites descended from the settlers of the colonaial and early National Period, were already citizens and were generally Americanized in their culture and aspiration.

As non-European immigration accelerated post-1970, the idea of minority-as-vanguard was simply transferred to the new arrivals.

The consequences is that forced metropolitanization policies are reflexively applied in even the most petty of situations.
