Non-profits and some lefty Churches get federal money to “resettle” migrants. If your town has a few old motels that are always 70% vacant, these organizations can “partner” with the owners and get federal money to “house” migrants. I’ve seen this firsthand near Manchester, Tennessee where the Bonnaro Music Festival is held each summer. The Haitians get put up in a couple of old hotels that don’t do much business. The small economy in the area really doesn’t have much to offer these people. There really isn’t enough work there non-seasonal for unskilled labor to do, so they are stuck “hanging out” until they inevitably get introduced to meth or fentanyl and start living on the other side of the law.
